Westlaw International是世界上最大的法律出版集团Thomson Legal and Regulator’s于1975年开发的为国际法律专业人员提供的互联网的搜索工具，是先进的电子技术与全球范围资料库的完美结合，其丰富的资源来自法律、法规、税务和会计信息出版商。用户可以通过Westlaw International迅速地存取案例、法令法规、表格、条约、商业资料和更多的资源。通过布尔逻辑搜索引擎，用户可以检索数百万的法律文档。
一．该数据库的主要内容
1．WLI General Subscription。
（1） 美国资料：内容包括美国联邦法与各州的法律，并提供法律案例的全文资料、判例法（case law）、专论与最新的“My Westlaw”，或可以选择相关主题浏览如银行业、破产、保险业、证券投资等资料。
（2） 英国资料：包括威尔士与英格兰地区的议会报告、军事法案、Sweet & Maxwell所出版的英国法律，还包括Sweet & Maxwell 出版的法律判决与立法案，并附加引证案例的参考文献、二次文献以及与案例相关的对照资料。
（3） 欧洲联盟资料：此资料库广泛收集了Sweet & Maxwell和Ellis Publications这两家领先的欧洲法律出版商出版的欧洲法律资料，内容包括CELEX—欧盟正式法律数据库、Official Journal C and L Series、Full Text Parliamentary Questions、Merger Control Decisions和欧盟最新资料通告。
（4） 加拿大资料：包括联邦和各省判例的法律报告（Carswell）、加拿大各专案主题系列的法律报告（Carswell）。
（5） 香港资料：包括香港诉讼案件摘要、香港法律草案的最新通告服务、香港法院诉讼案件的全文报告。
2．World Journals：收录了1200多种法学相关期刊。
3．Law School：法学相关教育常用资料。
4．International IP：收录国际知识产权的相关资料。
5．European Union：欧盟法律资料。
6．WestNews：WestNews提供了7000多种商业、财务和新闻的期刊及其他资料。
二、该数据库独特的检索功能
1．关键编码系统(West Key Number)：此法律分类系统可以帮助您查找到每一法律管辖区的相关案例、法条以及第二级的资源。
2．5年的Headnotes：West的专业编辑（律师）将附有相关评介的每个法律点都进行了分析和归类，并且增加了可供选择的查找连接词，使读者搜寻结果准确。
3．简明扼要的summaries：是法官意见所涉及到的事实和争议的概要总结，其中包括下级法院法官的名字。
4．文件链接：每个文件的超文本链接可以让使用者直接找到作者所引用的参考文献和相关的文献资源，West每年增加500万以上个相关的链接。
5．关键引用（KeyCite）：是Westlaw最早独创的一种检索服务方式,是Westlaw的引证搜索服务，它整合了所有在线的判例法和成文法，可以自动通知读者相关案例、法律条文、行政裁决和规章的变化；可以提供曾引用某一案件的其他各案件、行政判解等；可以提供近期联邦法律、加州和纽约州法律的修正或废止的相关资料和情况；提供某一案件直接上诉的历史；回溯并且列出该案的上诉过程，包括该案重要及延续发展的相关的历史。
６．主题强调(West Topical Highlights)：由律师们编辑精选的热门法律话题组成的、可以独立检索的一个系列，它包括新闻、法庭判决以及那些对相关法律领域有潜在影响而被挑选出来的期刊文章。Westlaw这个独特的功能对律师跟踪其业务法律领域内的进展很有帮助，也是法学院的教师、研究人员、学生进行写作、研究的极好资源。
Westlaw数据库对我国法学教学和研究以及立法和司法工作都有很大的借鉴作用。
